Condominium Redevelopment Act House Bill 10173

The House of Representatives has given its final approval to the proposed Condominium Redevelopment Act, which aims to amend Republic Act (RA) 4726, also known as "The Condominium Act." The bill, officially designated as House Bill (HB) 10173, received overwhelming support with 188 affirmative votes during the plenary session.

Speaker Ferdinand Martin G. Romualdez emphasized that the purpose of the bill is to ensure the safety and integrity of existing and future condominium developments, protecting both owners and the general public from the hazards posed by aging buildings. The aim is to establish livable communities that promote equitable, inclusive, and resilient opportunities for human well-being while contributing to economic vitality.

HB 10173 lays out rules for the maintenance, repair, reconstruction, and redevelopment of condominium projects. It seeks to balance the property rights of unit owners with the needs of the community, ultimately enhancing the quality of life for Filipinos.

Among its key provisions, the bill allows developers and their agents entry into units during emergencies or for maintenance purposes concerning common areas. Additionally, it adjusts the voting requirements for the dissolution of a condominium corporation based on various project circumstances, such as condemnation, viability, and length of existence.
